Dr. Ronald Hughes and partner Dr. Judith Rycus co-founded the Institute for Human Services (IHS) in 1977, and the North American Resource Center for Child Welfare (NARCCW) in 2001. Dr. Hughes manages activities of the four NARCCW affiliates including coordinating the Pro Humanitate Literary Awards, convening and facilitating the Center for Child Welfare Policy colloquies, and producing policy white papers and journal articles. In addition, he serves as a member of the Family Trust Clinic's case assessment and consultation team and provides expert testimony in child welfare cases.
Dr. Hughes is the primary architect of the Comprehensive, Competency-Based Inservice Training System (CCBITS) Model of child welfare training, which the majority of states and provinces have adopted as the foundation to prepare child welfare professionals. Since 1985, Dr. Hughes has managed the Ohio Child Welfare Training Program (OCWTP), overseeing activities for statewide coordination, development, and implementation of this program. He has written extensively on topics related to child welfare values and practice standards, bioethics, culture and diversity, and developmental disabilities. He and Dr. Judith Rycus are co-authors of many publications including the four-volume Field Guide to Child Welfare.
In January 2010, Dr. Hughes became President of the American Professional Society on the Abuse of Children (APSAC) for a two-year term. He has received several awards and recognitions throughout his career, most recently the 2009 Ohio Psychological Association’s Lifetime Achievement Award, the 2008 Public Children’s Services Association of Ohio’s (PCSAO) Dan Schneider Award for Leadership in Child Welfare Training, and the 2005 Peter Forsythe Award for Leadership in Public Child Welfare, presented by the National Association of Public Child Welfare Administrators (NAPCWA). These awards recognize his outstanding leadership and support of public child welfare agencies.
Dr. Hughes holds a doctorate from The Ohio State University in Philosophy and Psychology, Specializing in Clinical and Developmental Psychology and Developmental Disabilities and a Master’s degree in Social Administration from Case Western University.
